Ministry of Health of the Russian Federation. Moscow. January 11, 1995. No 12-340.

Academician and professor V. S. Saveliyev, the chief surgeon:

“There are STEL devices applied in medical institutions of the city of Moscow for the purposes of efficient washing, disinfecting and sterilising solutions manufacturing.

A STEL device represents a compact portable device which permits to manufacture these solutions directly at the place of their application. The above mentioned solutions ensure disinfection and sterilisation of medical instruments, of articles required for patients nursing, of dishware, linen and others. During the process of their application there was biocyde activity of these solutions with respect to a series of pathogenic organisms proved, with these pathogenic organisms including goldish staphylococcus, blue pus bacillus, colon bacillus, viruses of B-hepatitis and poliomyelitis, human immunodeficiency virus, adenoviruses, as well as tuberculosis, salmonellosis and dermatomycosis pathogenic organisms.

Solutions manufactured in STEL device contain lower quantity of active substances and are characterised by higher efficiency in comparison with preparations which are traditionally applied for the purposes of premises cleaning, articles and equipment washing, medical instruments disinfection and sterilization, they do not produce irritating action on skin.

The technology of washing, disinfecting and sterilising solutions manufacturing in STEL devices is ecologically clean, it permits to ensure sanitary-and-epidemiological safety of medical institutions, with the lowest possible expenses and highest possible reliability provided. STEL devices are recommended for wide application in public health care practice.”
