Ministry of Defence of the Republic of Uzbekistan. The city of Tashkent. June 18, 1998. No 254.

Colonel M. M. Madaminov, the chief sanitary inspector of the Ministry of Defence of the Republic of Uzbekistan:

“There has been a series of researches carried out in CeSEL laboratories of the Ministry of Defence of the Republic of Uzbekistan, the above-mentioned researches were directed to check the efficiency of STEL device application for the purposes of neutral anolyte manufacturing by means of sodium chloride solution exposure to electrochemical action.

Recommendations on STEL-1M device application:
  1. To equip drug-stores of military-and-medical institutions and of medical stations. The quantity of solution manufactured within 10 hours of operation makes approximately 500 litres, with this quantity perfectly corresponding to the daily consumption volume.
  2. Army canteens equipping with these devices is expedient. The obtained solution effectively disinfects dishware, and it is required for premises and instruments disinfection, as well.
  3. Neutral anolyte application for disinfection of drinking water the quality of which doesn’t comply with sanitary standards. There is a permit issued by Sanitary-and-epidemiological Station of Tashkentskaya district for neutral anolyte application as an agent destined for drinking water disinfection. There will be additional approbation carried out by the Central Sanitary-and-epidemiological laboratory attached to the Ministry of Defence of the Republic of Uzbekistan.
At the present time STEL devices of various modifications are functioning in the military hospitals attached to the Ministry of Defence of the Republic of Uzbekistan, in Thoracic Surgery Institute named after Vakhidov, in Epidemiology and Microbiology Institute, in Scientific-and-research institute of Obstetrics and Gynaecology, in maternity hospitals of the city of Tashkent and Tashkentskaya district, in infectious diseases hospital and in some other clinics and medical institutions of the Republic, as well as in preschool children’s institution and in other institutions. …”
