“… In compliance with commission No VCh-P12-01044 of January 15, 1998 given by V. S. Chernomyrdin, the President of the Government of the Russian Federation, the Science and Industrial Policy department, together with the interested departments, committees and administrative boards, has considered information submitted by the Medical-and-technical Sciences Academy of the Russian Federation which relates to electrochemically activated water application, as well as to application of the devices of “STEL” and “EMERALD” types which are destined for water conditioning.
… Starting from the year of 1995 the devices of “STEL”-type are widely applied in the Social sphere Complex of the city of Moscow. Thus, there have been more than 2300 devices installed in the institutions which are within the jurisdiction of social protection, education and health protection committees. Practically all of the patient care institutions are provided with “STEL” devices. It is proposed, that the social sphere and human services sphere institutions equipping with the devices of “STEL”-type is proceeded in the year of 1998.”
