Certificate on Experience Analysis Results Obtained for the Devices of “STEL”-type Application for Waste Waters Disinfection in IK-6 Institution

Panfilov, the senior engineer of ISPOTE of State Inspection Administrative Board of the Central administrative board of Punishments Execution under the Ministry of Justice of the Russian Federation; A. A. Matveyev, the senior epidemiologist of the State Sanitary-and-epidemiological Supervision Centre attached to Central administrative board of Punishments Execution under Ministry of Justice of the Russian Federation; A. A. Merenkov, the deputy head of Punishments Execution Administrative board under Ministry of Justice of the Russian Federation in Voronezhskaya district, responsible for home front; V. A. Dochkin, the head of LIU-6 institution, A. V. Pogorelov, the head of Medical department of LIU-6 institution:

“As for the questions concerning the devices of “STEL” or “Aquachlor” types application for the purposes of waste waters disinfection and the questions of disinfecting and sterilising solutions application at UIS-institution, we … have studied the respective experience of the above indicated (STEL-type) devices application for the purposes of waste waters disinfection at IK-6 institution (correctional convict colony) which is specializing in support and treatment of convicted persons who have the tuberculosis disease.

… The objective efficiency characteristic of anolyte application for the purposes of waste waters disinfection is represented by the results of bacteriological control exercised within the years of 1998 – 2000 by bacteriological laboratory of the city tuberculous dispensary. According to the data available, there have been no tuberculosis microbacteria detected in any of the waste waters samples.

There could be the following conclusions made on the basis of the results obtained during the retrospective “STEL” devices operation analysis:
  1. “STEL” devices application for the purposes of waste waters disinfection at LIU-6 (patient-care and correctional institution) ensures their efficient bacteriological cleansing, including cleansing from the presence of tuberculosis microbacteria.
  2. Economic effect of anolyte application in comparison with chloride-bearing disinfecting agents (chloramine, sodium hypochlorite) application is evident.
  3. The studied technology application permits to improve the operating conditions for the personnel involved in waste disposal plants maintenance, owing to significant reduction of detrimental effect that active chlorine produces on the human being’s organism and on surrounding environment.”
